Problem running DOF/fuzziness calculator

I downloaded both the program and the DLL, but when I run the program it can't find the DLL, though it's there.
I tried downloading them again into the same (root) directory, but it still doesn't find it.
I appreciate that this is probably a problem my end, but would be grateful for any pointers.

I think the .dll files should be in the system directory.

"...You should copy the .dll file into the System directory on the computer where the Microsoft Visual Basic 3.0 application will be run..."
