My Rebel XT (350D) manual states: "Note that the Raw and Raw+L cannot be selected in the Basic Zone Modes"
And the little picture of the mode dial shows that the "Basic Zone" is the green square and the other "icon" modes, not the P and so on modes.

No RAW on my XS in auto, and the Landscape setting is only in auto,so no manual for Landscape. Very annoying.

You should be able to select RAW in M, Av, Tv, P and A-DEP modes. In the green square and all of the fully auto modes "past" the green square on the dial, you cannot select RAW. This is true for all EOS DSLRs, not just the Digital Rebels.
If RAW is selected in M, Av, Tv, P or A-DEP and you turn the dial to one of the full auto modes, the camera will switch to JPEG.
RAW is considered an "advanced" mode, and so can only be selected in the more "advanced" exposure modes.

The information you seek is in your 40D manual. See the Function Availabilty chart on page 172 .
