I've purchased used EF-S 17-85 lenses. No problems with pictures quality, and low purchase price.
Unfortunately, in contradiction to review ( http://www.bobatkins.com/photography/reviews/ef-s_17-85_review.html ), they have very "easy zoom creep".
I have to hold lenses in hand all the time.

Is it the common problem?
Is there any "cheap" solution?

I don't think it's a common problem, at least not one I've experienced or seen complained about. I just looked again at my 17-85 IS, which I also bought used and which I've had for about 5 years and there's no zoom creep.

I tried holding the lens vertically up and down and in neither orrientation was there any tendancy for the zoom setting to change anywhere across the whole range from 17mm to 85mm.

I'm sure it could be adjusted by Canon, though it may not be worth doing since it would likely cost in the region of $90-$100 (their standard charge these days).

I have heard of people using a wide rubber band to hold the zoom ring in place with lenses that have a very loose zooming mechanism, though that's only really useful if you are shooting at a fixed focal length as it makes zooming a time consuming process (remove band, zoom, replace band).

I have had mine a few years now, too and never had an issue with zoom creep.

Ditto. The 17-85  is not a lens I ever had any lens creep when using or hanging strapped.

I have used the lens for a couple of years and not experienced zoom creep in nnormal use.  However when using in in a copying stand such that the lens was pointing downwards it does sometimes show the fault.
