The Canon china web site that had leaked the information about the 50D also reveals that it will indeed be available with a 18-200mm lens.

Apparently someone copied part of the canon site, and you can dig down thru the screens to see the kit info.

Yes, it does look like the rumored EF-S 18-200/3.5-5.6 IS is very likely to appear alongside the EOS 50D in a few days time. It seems likely that it may be offered with the 50D as a "kit".

If (When) you review this, can you specifically compare it to the EF-S 17-85?

I would do that. I'd probably compare it with the 17-85IS, 18-55  and 70-300IS because those are lenses I have. It might be fairer to compare it to the 55-250IS, but though I have used and tested that lens, it's not own that I own.

No promises on when I'll get hold of an 18-200 to test, but it's on my list!
