Does anyone know the rules about articles online?

I've just found this site smart-card.com, could I just borrow the technical
articles from the site or do I need some kind of permission?. I am doing a  school project.

The material published on any website (including this one!) is copyrighted by the author. Unless otherwise indicated you need permission from the author/publisher before using any content on a site for any other purpose, especially if the use could be regarded in some way as "commercial".

Some sites (e.g. Wikipedia) allow reproduction of content as long as the source is acknowleged.

If there's no copyright statement you should contact the site and ask permission for reuse of any of the material published there (words or pictures).

Most sites will grant permission for educational use. There is also something known as "Fair Use" (see http://en.wikipedia.org/wiki/Fair_use) which allows the limited use of portions of copyrighted material for certain non-commercial uses without prior permission from the copyright holder.

How are you going to use the information in your project.  If it is supplementary material - you are doing a test of the card and just using this as technical information, it should be no problem.  But as Bob said you should contact the company and let them know what you want to do.
