The Ef 70-200/4L USM is one of Canon's lowest cost "L" series lenses. It's very sharp and it accepts both the 1.4x TC to make a 280mm f5.6 and the 2x TC to make a 400mm f8. With the 1.4x TC autofocus is retained on all EOS cameras. 1D series cameras can AF using the center AF zone even when the 2x is used. The only downside of the 70-200/4L is that it's not image stabilized, but if you use a tripod or keep shutter speeds up over 1/250s at 200mm when handholding the lens, that may not be a problem. An image stabilized version is also available of course, but the price of the IS version is almost double that of the non-IS lens.
